NOTICE INVITING TENDER | |||||||||||||
Sealed tender are hereby invited by the undersigned from the bonafied and experienced contractors / suppliers / Registered co-operative societies formed by unemployed engineers/ Labour Co operative having credential mentioned below and they have to abide by the following conditions. | |||||||||||||
1.a)Last date of application of tender paper to be submitted to the undersigned during office hours upto2.00 P.M. | |||||||||||||

for the each similar type of work within last three years ( in the form of payment certificate and completion certificate of a single work | |||||||||||||
of the head of office must be submitted in original and photocopy thereof). | |||||||||||||
b) In case of running work, work order and up to date payment certificate of the head of the office must be produced as above. | |||||||||||||
The original documents will be returned after scrutiny and photocopy will be preserved by the undersigned. Payment certificate must be of last three years of similar type of works done by the contractor / supplier. Partnership deed & other relevant papers (in case of registered firm) should be produced at the time of application if required. | |||||||||||||
c) At the time of submission of application, proprietor or his authorized person (subject to approval of the undersigned) must attend at the office of the undersigned with all original documents otherwise their application will not be granted. | |||||||||||||
2. Tender papers will be issued to the qualified contractors / suppliers on | 07.03.2012 | after 2.00 P.M. | |||||||||||
The undersigned is not bound to issue tender papers to all the applicants. Decision of the undersigned regarding issue of tender papers is final. | |||||||||||||
3. Tender papers will have to be sent by registered post or by hand into the tender box will be (preserved in this | |||||||||||||
regard on the last date & time only). Last date of receiving the same by the undersigned is on | |||||||||||||
12.03.2012 | upto 2.00 P.M. | Tender papers received after the scheduled time and date will not be | |||||||||||
entertained.It will be opened on the same date at the office of under signed | at 3.00 P.M. | ||||||||||||
The intending tenderers may remain present at the time of opening of the tender papers. | |||||||||||||
4. Time is the essence of the contract. The successful contractors must complete of the work within the time stipulated for completion. No extension of time will be allowed except in special cases. If any contractor / supplier fails to complete the work / supply within the stipulated time, the order issued in his favour will be cancelled without assigning any reason therefore. The under signed may also proceed to get the balance work / supply completed by any other means including engagement of a fresh one. The excess expenditure, if any due to such a step would be recovered from the unpaid bills / security deposit of the tender. Apart from this, the undersigned may take any other measure, including blacklisting of the contractor / supplier and forfeiture of earnest money. | |||||||||||||
5. Earnest money to be deposited @ 2% of the total amount in favour of the Executive Officer, Basirhat –I Panchayet Samity in the form of Bank draft only along with the tender paper. 8 % of the value of the work to be deposited by the successful tendered as security money before releasing of payment of bill, which will be refunded after three month for constrution work & six months from the date of satisfactory completion of the total work, entrusted to him. | |||||||||||||
6. The rate should be quoted in percentage both in figures as well as in words. If the tendered (rate) amount is less than 15% of the estimated amount, an analysis may be wanted by the authority after accepting tender rate for justification of execution of work satisfactorily, otherwise it may be rejected. | |||||||||||||
7. Incomplete tender will be rejected summarily. The successful tenderers will have to execute a formal agreement on a Non–judicial stamp paper worth Rs 20/- (Twenty) within 7(seven) working days from the date of issue of work / supply order. | |||||||||||||
8. Audit report of last financial year will have to be submitted in case of Co-operative Societies. At the time of submission of application proprietor or their authorized person must attend at the office of the undersigned with all original documents otherwise their application will not be interfered. The tender forms are to be received by the chairman or Secretary or any member of the Society having proper power of attorney. In case of general Contractor / Farm / Company / Supplier, Tender Form will be handed over only to the Proprietor or their authorized Person (subject to approval of the undersigned). No tender form will be handed over to any outsider. | |||||||||||||
9. All works have to be done according to the specification and drawing as approved by the authority and as per direction of the Executive Officer, Basirhat – I Panchayet Samity. The work will be executed according to the availability of fund not on the basis of proposed tender amount. | |||||||||||||
10. No consumable materials will be supplied to the agency for any work from the office of the undersigned. Agency will be responsible for procuring all materials required for proper execution | |||||||||||||
of the work at his own cost. | |||||||||||||
11. All rates should be inclusive of all charges, royalty, and toll charges, carriage etc. | |||||||||||||
12. Before starting the work, the site must be dressed and cleared by cutting all sorts of jungles, shrubs etc. for which no extra payment | |||||||||||||
will be made. | |||||||||||||

13. Only one tender form will be issued to each contractor for a particular work. | |||||||||||||
14. The contractors who will not submit tender paper or do not return the same before the date and time of dropping after receiving the same, will not be allowed to participate in two consecutive tender. | |||||||||||||
15. The Successful tenderers will have to start the work within 7 days from the date of issue of work order after execution of formal agreement as per rule and will have to complete the work within the time allowed for completion. | |||||||||||||
16. Acceptance of lowest rate tendered is not obligatory and the under signed reserves the right to accept or reject any or all the tenders without assigning any reason whatsoever and also to split up the tender work to more than one contractor / supplier in the interest of execution of the scheme. | |||||||||||||
17. Amalgamation of unemployed Engineers Co-operative and Labour co-operative in any form should not be allowed towards counting of eligibility in participation of tender. | |||||||||||||
18. S.T. & IT. at the prescribed rate will be deducted at source. | |||||||||||||
19. Before submission of the tender, the contractor / supplier must visit the work site to judge the local condition from all concerned and no plea or complaint about the site will be entertain afterwards. It will be presumed that the agency offered the tender after reviewing entire position of the work site. | |||||||||||||
20.All working tools, plants and implements required for the work are to be arranged and supplied by the successful tenderers, at his own cost. | |||||||||||||
21. The successful tenderers will have to abide by the provisions of West Bengal Contract Labour (Regulation and Abolition) rules, 1972 as well forced from time to time. If no Labour license is obtained and produced by the contractor, payment will liable to be withheld. | |||||||||||||
22. No claim will be entertained for any increase in Railway freight or market price. | |||||||||||||
23. The Executive Officer will not be responsible for the loss of tender from or for the delay in the postal transit. | |||||||||||||
24. Application will be received by the nominated person of Executive Officer. | |||||||||||||
